Executive Committee Meeting Minutes - FINAL

ATTENDING: Nancy Blackwood, Beanne Rothenberg, Lisa Spalding, Linda Sparn, Susan Stafford, Director, University of Colorado Boulder Off-Campus Housing and Neighborhood Relations
ABSENT: Andrea Clark, Stephen Clark, Jyotsna Raj, Lori Schuyler, Scott Thomas

UNIVERSITY HILL PUBLIC ART PROJECT (CU/CITY)
Nancy Blackwood gave a summary of the March 8 public presentation of the art project by the CU Environmental Design class. Three design concepts were presented.
Once the final design concept is approved, the students will proceed with constructing the art work on the site at Beach Park during May and June.
Marcel de Lange and his students will present at the UHNA Spring General Meeting and other opportunities to review the project will be posted to the listserv.
City staff and the students will provide an update at the Parks & Recreation Advisory Board meeting March 25.
The students are preparing a website with further information which will be communicated once available.
SPRING GENERAL MEETING
The Spring General Meeting is scheduled for April 25, 2019 from 5:30 – 7:00 pm at the Academy. The agenda for the meeting was reviewed. Linda Sparn updated the group on the status of the presenters. Nancy suggested adding the Public Art Installation.
A Save-the-Date will be posted to the listserv this month and a newsletter with information on the meeting will be distributed 7-10 days before the meeting.

Presentation on the Public Art Installation at Beach Park by CU Environmental Design class
City of Boulder Urban Forestry office on Emerald Ash Borer, the new Tree-Imagine Boulder campaign and general update on Columbia Cemetery
Presentation on Harbeck-Bergheim House by Historic Boulder
Update on the future of the Harbeck-Bergheim House by Parks & Rec staff
Nomination and election of new EC member
Fundraising: Generous contribution by Wu Mountain Tea for sale
HARBECK-BERGHEIM HOUSE UPDATE
Lisa Spalding and Linda Sparn reported on the latest information:
Parks & Recreation staff will present at the PRAB meeting March 25 and put forth a motion to explore a lease of the house. Following is a link to the memo that outlines staff recommendations: VIEW MEMO
EC members present were supportive of this motion
Lisa and Linda plan to speak at the PRAB meeting in support of staff’s recommendation
Next step will be a public hearing at the April 16 City Council meeting
HILL HOTEL UPDATE
City Council meeting is tentatively scheduled for April 23. More information will be posted to the listserv as available.
HRWG UPDATE
HRWG has a joint meeting scheduled for March 21. EC will be updated after this date.
BEACH PARK PICNIC
Ideas are being considered for possible events in lieu of the picnic that would be smaller in scale, take less time commitment and financial resources but meet the goals for uniting the neighborhood. Ideas included:
Happy hour get-together utilizing the city’s Happy Hour Van
Partner will other planned events, e.g. those on Event Street
Review current plans with Sara Wiebenson of Boulder’s Community Vitality
OTHER BUSINESS
Discussed the potential sale of Marpa House. The EC will reach out to ensure the neighborhood is kept involved and will encourage nearby neighbors to get involved.
Concern was expressed regarding the sale of full-strength beer at convenience stores and gas stations on The Hill. The EC will gather data and monitor the situation.
St Patrick’s Day weekend sparked huge crowds on The Hill, reports of increased public drunkenness, overly-loud music, late night noise and fireworks. Susan Stafford reported that her office gave out free food and tried to mitigate any problems.
NEXT MEETING: No EC meeting will be held in April due to the Spring General Meeting which all are encouraged to attend. The next meeting is tentatively scheduled for Wednesday, May 15.
