Executive Committee Meeting Minutes - Final

The Castle House, June 18, 2019, 5:30 pm—7:00 pm

ATTENDING: Stacy Silverstein Apple, Jyotsna Raj, Beanne Rothenberg, Lori Schuyler, Lisa Spalding, Linda Sparn

HRWG Representatives: Lisa Nelson, Andrew Shoemaker and Callie Weiant were not in attendance

ABSENT: Nancy Blackwood, Andrea Clark, Stephen Clark, Scott Thomas

HRWG/ADDRESSING UNIVERSITY HILL HOUSING & NEIGHBORHOOD ISSUES (Stacy Silverstein Apple)

  • Stacy recapped the committee’s June 5 meeting and the priorities set which include:

  • Enforcement related issues – code violations, zoning issues, and working more diligently with the Boulder Police Department, CU Office of Student Conduct and Conflict Resolution and landlords

  • Providing information to homeowners, renters and landlords on resources available to address neighborhood issues. Ideas discussed were signs and handouts

  • Keeping on City Council’s radar to address neighborhood issues and to direct staff to provide much needed statistics related to crime and housing-related information

  • Outreach to realtors and landlords to discuss neighborhood issues and to ensure that families are being considered for Hill properties

  • Outreach to student renters and Greek houses to develop positive relationships

  • Exploration of financial incentives for families purchasing and renting housing

  • An item of interest is the new fraternity, Pi Kappa Alpha, at 1010 12th Street. EC members expressed concern that neighbors were not informed of the transition of this property to a fraternity. EC will reach out to members and invite to a meeting in the Fall

  • Committee will gather Airbnb regulations and statistics to ensure compliance

  • No HRWG update, next meeting is Thursday, June 20

HILL HOTEL UPDATE (Stephen Sparn, David Raduziner via email)

  • Stephen provided an update of the Hill Hotel project and ideas developed in conversations with other supporters of the project

  • Action items include increasing communications to City Council, developing a Hill Hotel support email contact list, staying in touch will all involved in the project

  • Important to interact with candidates for City Council on their positions related to the Hill Hotel and other neighborhood issues

  • Hotel is on the agenda for August 6 City Council meeting for staff to report back to Council about their research on the sale of the parking site

  • CU has not yet announced the plans for their adjacent conference center

  • Lisa Spalding mentioned and will monitor effect of new zoning regulations, especially the BMS zone-related issues

UHNA COMMUNICATIONS (Linda Sparn, Andrea Clark)

  • A priority of UHNA this year is to increase visibility, showcase the great assets of the neighborhood and facilitate more communications among neighbors

  • Linda and Andrea met to discuss improvements and proposed that prior to launching on social media platforms, improvements be made to UHNA’s website (www.hillneighbors.com) and the Listserv (more automated enrollment and content)

  • It was proposed starting with Instagram after website is revamped

  • Challenges to consider are the resources available to maintain social media. Outreach to the neighborhood and merchants may result in others being able to contribute

  • EC is supportive of a wide distribution of a print newsletter later this summer

HARBECK-BERGHEIM HOUSE (Lisa Spalding, Linda Sparn)

  • The City of Boulder’s Parks and Recreation Department is preparing an RFP with the intent of securing a lease for the Harbeck-Bergheim House. The RFP is expected to be released in July and proposals will be due in the Fall

  • Historic Boulder will submit a proposal and has formed a committee to work on this

  • Lisa and Linda have had to opportunity to participate in Historic Boulder’s committee and provide input from the neighborhood perspective

  • Lisa and Linda are support of Historic Boulder’s interest in the house and believe they would be a good steward for this neighborhood historic gem

  • Lisa and Linda will gather more ideas from neighbors and Hill merchants on the future uses of the house and desired outcomes

UHNA SUMMER PICNIC AND OTHER POTENTIAL EVENTS (Beanne Rothenberg, via email)

  • In further review of the date of Grace Lutheran Church’s Community Picnic, Sunday, September 8, 2019, the EC does not believe the resources are available for UHNA to formally co-sponsor the event. UHNA will gladly communicate the event to neighbors if the church continues with their plans

  • EC is support of UHNA’s involvement in the Studio Arts Boulder (Pottery Lab) Chili Bowl, its annual street party, scheduled for Sunday, September 22, 2019 from noon to 5pm at 1010 Aurora Avenue (www.studioartsboulder.org)

  • The University Hill Public Art Installation’s Opening Day at Beach Park is scheduled for Friday, August 16, 2019. EC will gather more information and explore UHNA’s involvement (www.universityhillpublicart.com)

OTHER BUSINESS:

  • Beanne Rothenberg will resign from the EC this summer as she is moving from Boulder

  • July Meeting: TBD
