Executive Committee Meeting Minutes

The Castle House, September 20, 2018, 5:30 pm-7:00 pm

ATTENDING: Nancy Blackwood, Scott Thomas, Beanne Rothenberg, Lori Schuyler, Jyostna Raj, Lisa Spalding, Linda Sparn

ABSENT: Karina Berg, Andrea Clark, Stephen Clark

INVITED GUEST: Susan Stafford, University of Colorado Off-Campus Housing & Neighborhood Relations

  • BEACH PARK NEIGHBORHOOD PICNIC: Beanne Rothenberg

  • Review of the BEACH PARK NEIGHBORHOOD PICNIC held Saturday, August 25 from 2 – 6 pm:

  • The EC commended Beanne Rothenberg on her excellent leadership of the picnic and securing the City of Boulder Neighborhood Connection Grant

  • The picnic was successful in achieving its mission as an opportunity for University Hill residents who represent a diverse mixture of CU students, professors, artists, families and older empty-nesters to meet face-to-face informally and get to know each other

  • The picnic was well-attended and greatly benefited from the generous contributions of the many donors including the University of Colorado Off-Campus Housing & Neighborhood Relations office, Grace Lutheran Church, Lucky’s Market, The Academy, the Pottery Lab and The Hill merchants who contributed to the raffle

  • Beanne has submitted the Neighborhood Connections Grant Report to the City of Boulder Neighborhood Services

  • Suggestions and thoughts for next year:

  • Move a week or two later when the student residents are more settled

  • Shorten the length of the picnic to 2 ½ to 3 hours

  • Simplify the food selection

  • Distribute more flyers to a wider area

  • Pursue live music for entertainment

  • Continue to engage the successful relationships with the various organizations and businesses that participated in the picnic and reach out to more next year

  • HARBECK-BERGHEIM HOUSE UPDATE: Lisa Spalding & Linda Sparn

  • Linda and Lisa continue to follow the City’s process on the disposition of the house and stay in contact with Historic Boulder

  • The City announced earlier this month that the Project Process and Approach timeline has been extended at the request of the community and to complete the additional research necessary for the decision-making process

  • The next steps by City staff include an update to the Parks & Recreation Advisory Board (PRAB) October 22 and the submission of an Information Item to City Council (date TBD)

  • A stakeholder meeting (invite only) and a public meeting are anticipated in early 2019

  • The City has noted that they will not flush out future use options until ownership is decided

  • Boulder’s Channel 8 helped develop a video about the process which is on the City’s website

  • UHCAMC / HILL HOTEL AND PARKING GARAGE UPDATE: Nancy Blackwood

  • City Council reviewed the Hill Hotel at their September 4 meeting at which issues of the ownership of the property arose as well as questions by a few council members on the financial arrangements for the parking garage; these are being addressed by City staff and will be presented at a future council meeting

  • UHNA EC majority continues to support the Hill Hotel. Many CU students, as expressed in a Spring survey at CU, are not supportive which is an issue to address their concerns

  • An FAQ on the project is posted on the City’s website – https://bouldercolorado.gov/commercial-districts/hill-hotelgarage-public-private-partnership

  • The EC will continue to monitor the project and engage with UHCAMC and CUSG

  • HRWG: Nancy Blackwood

  • HRWG reps were unable to attend the EC meeting but provided a brief update: The latest meeting had light attendance and the discussion was mostly around affordable housing

  • Susan Stafford who has been involved with the HRWG since its inception shared historical information and the successes of this collaborative effort to date

  • A key goal on the residential side is to secure alternative funding for the pilot Residential Service District (RSD) litter removal program

  • ISSUE OF INCREASED NUMBER OF INCOME RENTALS ON THE HILL: Nancy Blackwood

  • To pursue this issue Nancy has discussed the concerns of the EC with numerous people

  • The next step is to gather a group of interested people to address this issue. More information is needed to better understand the trend, leading factors, impact on the neighborhood and possible solutions

  • ADU REGULATIONS UPDATE: Lisa Spalding

  • Lisa provided an overview of the numerous changes that are being made to the regulations by the City of Boulder; she will circulate that summary

  • The changes represent incremental changes that better allow accessory units and provide incentives for affordable rent units

  • EMERALD ASH BORER/COLUMBIA CEMETERY-MEET THE SPIRITS: Nancy Blackwood

  • Time did not allow a discussion of this item but Nancy noted after the meeting, to include in the minutes, that Historic Boulder’s “Meet the Spirits” is October 21 at Columbia Cemetery

  • NEIGHBORHOOD SCHOOLS UPDATE: Scott Thomas

  • While time did not allow a discussion of this item, Scott noted the loss in enrollment in neighborhood public schools; ways will be considered for the UHNA to engage with these excellent schools that are important assets to the neighborhood

  • The October EC meeting is tentatively planned for Thursday, October 18
