Executive Committee Meeting Minutes

The Castle House, July 18, 2018, 5:30 pm-7:00 pm

ATTENDING: Nancy Blackwood, Beanne Rothenberg, Lori Schuyler, Stephen Clark, Andrea Clark, Karina Berg, Jyostna Raj, Lisa Spalding, Linda Sparn

ABSENT: Scott Thomas

INVITED GUEST: Tom Lawson, Grace Lutheran Church

  • BEACH PARK NEIGHBORHOOD PICNIC: Beanne Rothenberg

  • Planning continues for the Beach Park party, now named the BEACH PARK NEIGHBORHOOD PICNIC, joining with Grace Lutheran Church as a major sponsor

  • Beanne has provided excellent leadership of the event and has provided separate communications related to specific duties and tasks; more volunteers are needed

  • The neighborhood party for residents of the Hill, scheduled for Saturday, August 25 from 2 – 6 pm, will feature food and refreshments, fun activities, raffle for gift baskets, music and educational information for Hill residents

  • Sponsors: Grace Lutheran Church will provide tables and chairs and hot dogs, and will put up a banner; Lucky’s Market is making a generous donation of food and a gift basket; The Academy on the Hill is providing food through Illegal Pete’s

  • Hill businesses are being solicited for further contributions and the opportunity to market their businesses

  • Andrea has created a range of materials including banners, flyers, and announcements. Ideas for a giveaway item were discussed

  • The event is being promoted through door hangers, the Listserv, NextDoor.com and flyers

  • Local musicians are being sought to perform (acoustic only); a roving musician may also be available

  • The University of Colorado Off Campus Housing & Neighborhood Relations Office will compile information for student residents on local resources, hotline numbers and other useful items, and provide paper products

  • HARBECK-BERGHEIM HOUSE UPDATE: Lisa Spalding & Linda Sparn

  • Linda and Lisa presented an update on the Harbeck House

  • Linda attended the Boulder Parks & Recreation Department’s invitation-only stakeholders meeting June 21; other key attendees were representatives from Historic Boulder, University of Colorado, Boulder Conventions & Visitors Bureau, and City representatives. The majority opinion was that the external and internal preservation of the house was paramount

  • Members of the EC attended the Harbeck-Bergheim House Open House as well as the Public Meeting, Thursday, July 12; neighbors wish to see the house remain open to the public

  • The EC will continue to follow the City’s process on the disposition of the house

  • UHCAMC:

  • UHCAMC does not meet in July

  • Jyostna offered to attend future meetings if Nancy is unable to attend

  • Regarding the Hill Hotel project, City Council has requested to review the project concept and financials at their September 4 meeting

  • UHNA EC majority believes that as residents concerned with the revitalization of the Hill, the Hill hotel project is important to support

  • Neighbors interested in providing feedback related to the project are encouraged to attend the September 4 meeting and to write to the City Council at council@bouldercolorado.gov

  • HRWG / Subcommittee re: Alarming Rate of Increase of Student Rentals on the Hill

  • HRWG representatives Lisa Nelson, Andrew Shoemaker and Callie Weiant were unable to attend meeting and there is no July meeting of HRWG

  • Nancy will follow up to meet with them and devise a plan to go forward to work on initiatives including a letter to realtors to ensure families are also sought for listings

  • An idea to expand the neighborhood effort to encourage drivers to slow down (use of “Drive Like Your Kids Live Here” signs) will be further explored

  • ADU REGULATIONS UPDATE: Lisa Spalding

  • Lisa is continuing to follow the City process which has taken a back seat due to other priorities for Council; they should deliberate in their late Aug study session

  • Lisa is discussing ideas with current and former council members on issues related to the number of grandfathered units in non-core Hill neighborhood, owner-occupied requirements, and alternatives that may be more helpful to homeowners

  • C.A.M.P. PARK-TO-PARK UPDATE: Stephen Clark

  • Stephen, who has led the efforts for the neighborhood, has prepared a letter to City Council and the Transportation Department thanking them for the use of the smaller, quieter buses and providing observations on the low ridership and continued impacts to the neighborhood

  • The HOP schedule is changing permanently in August

  • OTHER BUSINESS:

  • The August meeting, devoted to the planning of the PICNIC, is tentatively planned for August 15
