Executive Committee Meeting Minutes

The Castle House, June 20, 2018, 5:30 pm-7:00 pm

ATTENDING:

Nancy Blackwood, Beanne Rothenberg, Lori Schuyler, Stephen Clark, Andrea Clark, Lisa Spalding, Linda Sparn

ABSENT: Karina Berg, Jyostna Raj, Scott Thomas

INVITED GUEST: Susan Stafford, CU

BEACH PARK BBQ: Beanne Rothenberg

  • Planning continues for the Beach Park Party scheduled for August 25 from 2 – 6 pm

  • The neighborhood party will feature food and refreshments, fun activities, raffle, music and educational information for Hill residents

  • Businesses will be solicited for contributions of food, coupons for the education and information tables and to be involved in the party

  • Volunteers are needed for a wide range of tasks and activities

  • Local musicians are being sought to perform (acoustic only, but clarification is being sought on use of microphone for raffle and info)

  • The University of Colorado Off Campus Housing & Neighborhood Relations Office will compile information for student residents on local resources, hotline numbers and other useful items

  • The event will be promoted through door hangers, the Listserv, NextDoor.com and flyers

HARBECK HOUSE UPDATE: Lisa Spalding & Linda Sparn

  • Linda and Lisa presented information on the house and led a discussion

  • Prior to the meeting Linda and Lisa had met with Historic Boulder and gained more insight into the importance of the house in the history of Boulder and The Hill. The restored property could be a centerpiece of the revitalization of The Hill, help spur more vitality in the neighborhood and be a unifying source of pride for all residents

  • The EC agreed that the future of the Harbeck-Bergheim House, and the preservation of this neighborhood jewel, is a priority for the UHNA

  • Linda and Lisa will attend the Boulder Parks & Recreation Department’s invitation-only stakeholders meeting June 21

  • The EC also will attend the Harbeck-Bergheim House Public Meeting, Thursday, July 12 at The Academy at 5:30pm

  • Neighbors will be encouraged to attend the public meeting and be involved to ensure the neighborhood has a voice in the disposition of the house

  • Neighbors interested in getting updates can sign up on the City of Boulder website page https://bouldercolorado.gov/parks-rec/harbeck-bergheim-house

HILL REINVESTMENT WORKING GROUP (HRWG) and SUB-COMMITTEE RE: STUDENT RENTALS ON THE HILL:

  • Linda and Nancy reported on updates gathered from Lisa Nelson, Andrew Shoemaker and Callie Weiant who were unable to attend

  • Many new people have rotated off and on the HRWG so the group is in the process of “re-setting”

  • The next quarterly meeting is June 21 where an update on the Hill Hotel project will be presented

  • The neighborhood group is working on identifying an ongoing funding source for the litter removal program (RSD pilot)

  • A priority for the HRWG is to maintain diversity (of incomes, housing types, ages) on The Hill, retention of single family homes is important and the HRWG has discussed starting the process to bring in a consultant to assist

UHCAMC:

  • No one from the EC was able to attend the June 5 UHCAMC meeting, an update was requested from Sarah Wiebenson, Hill Community Development Coordinator for the city

  • Regarding the Hill Hotel project, at the request of city council, staff will meet individually with displaced business owners. An update is scheduled for the July 10 council study session

  • The Joint Development Agreement for the project is tentatively scheduled for a public hearing in late August (this is subject to change)

  • Cheryl Liguori of The Fox Theater has rejoined the commission as business representative

ADU REGULATIONS UPDATE: Lisa Spalding

  • No updates and lack of time to discuss at this meeting

C.A.M.P. PARK-TO-PARK UPDATE: Stephen Clark

  • In part, due to neighborhood input and pressure, new buses have been deployed which utilize cleaner fuels, are smaller and most important, quieter

  • Park-to-Park is coordinating with Chautauqua Special Events to prevent both running similar routes at the same time

  • The EC, led by Stephen’s efforts, will continue to work on the issues of noise and traffic through the neighborhood

  • The HOP schedule is changing permanently in August

FUNDRAISING: Beanne Rothenberg

  • UHNA has $3,400 including the Neighborhood Connection Spark Grant of $1,500

OTHER BUSINESS:

  • The July meeting is tentatively planned for July 18
