INVITED GUESTS: Susan Stafford (Director, CU Off-Campus Housing and Neighborhood Relations) and Sgt. Michael Heath (City of Boulder Police Department)
Focused discussion with Sgt. Heath
Hill Team and Neighborhood Impact Team (have 10 officers, are supposed to have 12. Of the 10, 4 are new to the Hill). Bid position based on seniority. Sgt. Heath’s position is a 3 year “core position” (used to be yearly) Intent is to build long term relationships with the neighborhood and provide consistency.
CU Police/CoB Police interface? Good relationship between the 2 entities. During “back to school” period they traded back and forth.
Greek Party registration/jurisdiction: Greeks register their parties through the CoB Police department (Thursday, Friday and Saturday nights) and
Non-Greek student house parties register through CU’s Off Campus Housing & Neighborhood Relations department, but the calls go to the CoB Police Department Dispatch. (Friday and Saturday nights starting at 5:00 pm.)
90 day warning is issued by the Boulder Police Department.
Susan Stafford visits non-Greek houses that have been issued a warning/ticket to reinforce how impactful their behavior is on nearby residents and potential consequences for continued miss-behavior.
“Nuisance House” consequences: If 3 tickets in 1 year for one house, the owner must enter into a process with the potential to lose the rental license.
Uber and Lyft have made a difference in getting folks out of their cars so they are not driving inebriated.
Issue was raised about transient camping at Beach Park. Students are befriending the homeless.
Landlord Responsibilities/Liabilities: There are many absentee landlords, which makes it difficult to reach them. The absentee landlords seem to be the least accountable and responsible for their tenants. To make the most significant impact we should start with the larger Management Companies like 4 Star Realty (coordinate with Meghan at BARHA? Make a presentation to the group?) and then focus efforts on the individual absentee landlords.
What can we do? 1) Extra “eyes on the street”, 2) go with your gut (If something feels wrong, it probably is), 3) Report “couch ordinance” violations, 4) Code Enforcement!
Sgt. Heath will be organizing a “meet and greet” with the police on code enforcement early this coming year.
UHNA 2018 Priorities (Nancy B.)
Nancy sent the letter we presented to the City Council last January to the EC as a starting point from which to generate the 2018 UHNA priorities. Nancy will generate a DRAFT for everyone’s review before the end of this weekend.
Generally we discussed that many of the issues we continue to deal with have their roots in the accelerated loss of families and long term residents in our neighborhood. Single family homes are being converted to investment properties at a frightening pace. We have a number of new City Council members now and we need to reach out to them and connect. At our City Council Candidate Forum in October at Innisfree, Jill Grano seemed to have a number of interesting/creative ideas of how to address this and start to reverse the trend. We need to meet with Jill and other City Council members early on this year. We need to meet with CU folks to talk about partnerships that will address this. Jan, Stephen S. and Nancy would be a good sub-committee to initiate the discussions. To be discussed further at our January 2018 meeting.
“CAMP”(Chautauqua Access Management Program) /PARK-TO-PARK UPDATE (Stephen C.)
Stephen C. reported back to the group that he has made great progress on the petition to the CAMP folks (56 signatures so far!) outlining our serious concerns about the 9th Street leg of the PARK TO PARK component of the CAMP, along with letters from a number of us on 9th Street to all the various boards that have reviewed the “results” of the “highly successful” CAMP. Stephen provided a highly compelling outline of the impacts at the last Board meeting (Landmarks Board). Still, very little acknowledgement was made in the report of the impacts to the neighbors who live along the 9thStreet corridor. Stephen C. will follow up to obtain the FINAL STAFF REPORT to the City Council and share it with all of us. Jan offered to help Stephen with the outreach to the City Council.
