Executive Committee Meeting Minutes

POTENTIAL NEW EXECUTIVE COMMITTEE MEMBERS

  1. Our entire EC lives on or west of 9th Street. We need representatives from the east side of the neighborhood. EC to continue to seek representatives.

IDEAS TO OPEN DOORS FOR DEEPER CONNECTIONS TO OUR STUDENT NEIGHBORS

  1. Michael Brown presented some very exciting ideas for how to better connect with our student neighbors.

  2. Student perception is that the “adult neighbors” don’t like them. This is not the case. We sometimes don’t like their behavior. How do we engage our student neighbors in conversations that explore our mutual goals and generate mutual respect? Perhaps if we were to add some depth to their understanding of who we are they might find themselves taking more pride in the place in which they live. Uni Hill is filled with so many interesting and accomplished people who could inspire our student neighbors (eg. musicians, artists, business owners, entrepreneurs, community leaders, veterans, historical figures, astronauts, athletes, award-winning film makers, Academy Award nominees, mountaineers, recipients of the Norlin Award, world-wide travelers….). Could we convey this in an engaging way that will spark the student neighbors to engage in deeper conversations?

  3. One option is to do this through the Welcome Bags that are distributed by neighbors every August at the beginning of the Fall semester and provided through the Office of Off-Campus Housing. In addition to the “rules of living in a residential neighborhood”, perhaps generate a cartoon/map of our neighborhood that integrates some of the interesting aspects of the neighborhood and its permanent residents? A graphic that is fun and engaging.

  4. Michael will generate a “game plan” of sorts for our next EC meeting that we can share with Susan Stafford with Off-Campus Housing and see where it goes.

NEIGHBORHOOD GRANT OPPORTUNITIES: The Neighborhood Partnership Grants program has been created to provide neighborhoods in Boulder with an opportunity to get funding for projects that help promote a sense of community, enhance quality of life, support sustainability, and/or promote engagement among residents. There are two types of funds available for applicants, $1,000 “SPARK” Grants and $20,000 Enhancement Grants.

  1. Total Neighborhood Grant Monies available this year 2017: $69,000

  2. Spark Grants: $1,000. Applications can be made every month, and notice of acceptance is given within one month. Neighborhood participation is a criterion for evaluation purposes.

  3. Enhancement Grants: Up to $20,000. Needs to promote sense of connectivity, sustainability, etc. (examples: Community Garden, playground upgrade, culture). Neighborhood has to match 25% in cash, or volunteer labor. Submittal Dates this year: 5 April 2017 (awarded 5 May 2017) and 4 September. NOTE: 4 applications were submitted on 5 April.

  4. Beanne to get the word out on the List Serve and Next Door to solicit ideas.

HOP Redesign Study

  1. The proposed redesign of the HOP will seriously reduce the frequency of the HOP as it travels through our neighborhood. (From every 10 minutes to every 30 minutes during the day and to every 60 minutes from 7-10 pm) Monday through Sunday.

  2. UNI HILL Neighborhood was not invited to the table as a stakeholder when this effort was initiated over a year ago.

  3. Nancy sent out email yesterday to List Serve alerting the neighborhood to this potential change with with link to the project website: (www.bouldercolorado.gov/goboulder/HOP-transit-study)

HILL REINVESTMENT WORKING GROUP/Residential Service District (Lori-reported)

The city has been funding the residential trash pick-up in the Residential Service District/RSD (the high density residential area directly adjacent to the Hill Commercial District, bounded by 10th Street/University Ave./Broadway/16th Street/Euclid Ave. through the General Fund. This is not sustainable. City is proposing a “residential utility charge” to those within the RSD. The “Ready-to-Work” folks, through Bridge House, clean up the streets, sidewalks and alleys within this area every Friday, Saturday and Sunday.

CENTRAL BROADWAY CORRIDOR DESIGN FRAMEWORK

  1. A new planning effort is underway by the City that we should participate in: The Central Broadway Corridor Planning study; to explore “mobility options along the corridor to create a coordinated system of integrated, multi-modal districts”. The study area includes the stretch of Broadway from the University Hill Commercial District north to Broadway/Iris and incorporates connections within each of the 4 “districts”: Uni Hill Commercial District, Downtown, Alpine-Balsam(BCH)and Broadway/Iris.
